The aquarium building itself has no smoking area. Michinoeki Onneyu Onsen, the roadside station right next door, has two — one open around the clock, one with set hours.

The ashtray beside the tourist information centre exit at Michinoeki Onneyu Onsen is open around the clock. A second, separate ashtray a short walk away keeps set hours — 8:30–16:30 — and isn’t usable outside them.

Kitami has no dedicated street-smoking fine, unlike Sapporo a couple of hours away. Japan’s national Health Promotion Law still applies: most indoor public spaces are smoke-free, so these two outdoor ashtrays at the roadside station are the actual designated option here, not the car park or a side street.
