Why Taito Has So Many Smoking Spots

Taito Ward covers the famous tourist corridors of Ueno and Asakusa, drawing millions of visitors a year. The ward government has responded by maintaining one of the densest networks of designated outdoor smoking areas in Tokyo — 26 in total, verified as of 2026.

Smoking anywhere outside these designated spots is prohibited and enforced by ward patrol officers (路上喫煙防止指導員). Fines are issued on the spot, no warnings given. The areas below are all official kitsuenjo (喫煙所) marked with blue signs.

Smoking outside designated areas anywhere in Taito Ward is prohibited under the ward's No-Smoking Ordinance. Patrol officers issue on-the-spot fines of ¥2,000. The ordinance covers all public streets, parks, and sidewalks. There is no warning system.
