Why Taito Has So Many Smoking Spots
Taito Ward covers the famous tourist corridors of Ueno and Asakusa, drawing millions of visitors a year. The ward government has responded by maintaining one of the densest networks of designated outdoor smoking areas in Tokyo — 26 in total, verified as of 2026.
Smoking anywhere outside these designated spots is prohibited and enforced by ward patrol officers (路上喫煙防止指導員). Fines are issued on the spot, no warnings given. The areas below are all official kitsuenjo (喫煙所) marked with blue signs.

Pedestrian Deck — JR Ueno Station (Hirokoji exit)
The most-visited smoking spot in Taito — a designated area on the elevated pedestrian deck directly outside the Hirokoji exit of JR Ueno Station. Open around the clock, sheltered, and easy to find before or after your train.

Ameyoko Market
Ameyoko Center Building Smoking Area
Located on the ground floor of the Ameyoko Center Building — the busy covered market running under the Yamanote Line tracks. Ideal if you're shopping at Ameyoko and need a break. Closed the 3rd Wednesday of each month (except December).

Asakusa
Senso-ji Temple — East of Nisonbutsu-mae
The only designated smoking spot near Senso-ji, Tokyo's most visited temple. Located east of the Nisonbutsu-mae (二尊仏前) area at 2-3-1 Asakusa — a short walk from Kaminarimon Gate. Open 24 hours, so it works before or after evening temple visits.

Sumida Park
A riverside designated smoking area inside Sumida Park — one of Tokyo's best-known sakura viewing parks. Located at 1-1 Hanakawado, steps from the Sumida River with views toward Tokyo Skytree. Open daily from 7:00 to 20:00.

paspa Ueno — Indoor Smoking Lounge
An enclosed indoor smoking lounge (paspa = パスパ) operated by JT Japan Tobacco. Located at 101 Ueno Building, 7-4-3 Ueno — a short walk from Ueno Station. Air-filtered and air-conditioned, ideal in summer or rain. Weekdays only; closed weekends, holidays, and Obon.

Important: Taito smoking rules
Smoking outside designated areas anywhere in Taito Ward is prohibited under the ward's No-Smoking Ordinance. Patrol officers issue on-the-spot fines of ¥2,000. The ordinance covers all public streets, parks, and sidewalks. There is no warning system.
