Vaping in Japan: Where to Buy Vapes and What You Can Bring (2026)

Every vape sold in Japan is zero-nicotine. Vape shops, Don Quijote and convenience stores all stock them, but no shop in the country sells nicotine e-liquid or nicotine disposables, because nicotine is classed as a medicine under Japanese law.1 If you want to vape with nicotine in Japan, you have to bring your own.

Can you buy a vape in Japan?

Yes, and easily. There are two categories, and only one of them exists in Japanese shops.

If what you actually want is nicotine, the Japanese answer is heated tobacco rather than vaping. Where can you buy a vape in Japan?

Four places, with very different selection.

Vape shops carry everything: devices, coils, replacement pods, bottled e-liquid, and often a tasting bar where you can try flavours before buying. Staff at the larger Tokyo shops usually speak some English.

All four are open 11:00–22:00, seven days a week.6

Don Quijote stocks a decent middle range: disposables, simple pod devices, some bottled liquid, and CBD products in the larger MEGA branches. Most Tokyo branches are open 24 hours.7

Convenience stores have the smallest vape selection of any channel — disposables only, no devices, no bottled liquid, no spare parts. What they offer instead is reach: you’ll pass a convenience store on almost every block, and most run 24 hours with no midday closing. The easiest place to find a disposable vape is FamilyMart or 7-Eleven — the big disposable brands officially launched sales there: NICOLESS VAPE 2 hit 7-Eleven shelves nationwide in December 2025,2 and FamilyMart carries NICOLESS VAPE 2, Air mini Pro3 and DR.VAPE Model 3.10 Elsewhere it’s hit or miss — nothing stops Lawson or Ministop from stocking one too,1 and you’ll occasionally spot one, but neither has done a nationwide rollout, so don’t count on it.

Electronics stores list a small vape section in their own store directories, though the selection is limited to a handful of brands. Yodobashi Camera’s Shinjuku Nishiguchi flagship places e-cigarettes in the Watch Building (時計総合館), 3rd floor, alongside Zippo lighters and branded goods.8 Bic Camera’s Akasaka-mitsuke branch groups e-cigarettes with IQOS, Ploom Tech and glo.9 Worth a look if you’re already there for something else, not worth a special trip.

Bottom line: if you want an actual selection — different devices, a real range of e-liquid flavours, someone who can explain what you’re buying — go to a vape shop. Everything else is a smaller, convenience-first version of the same handful of products.

How much do vapes cost in Japan?

Prices below are actual retail as of late July 2026, tax included. Vape shop figures come from VAPE Studio’s current bestseller list.12

A refillable device pays for itself against convenience-store disposables, but not instantly: a ¥2,200 entry kit plus a ¥2,750 bottle of liquid costs about the same as four disposables, and then keeps going. If you’re in Japan for a long weekend, disposables are simpler. For a two-week trip, the kit wins.

CBD e-liquid is priced separately and varies enormously with concentration — expect anything from around ¥1,500 for a low-strength cartridge to well over ¥10,000 for high-concentration bottles.

What do convenience stores sell?

Zero-nicotine disposables, and nothing else vape-related. The lineup as of July 2026:

Flavours you’ll actually find on the shelf:

• NICOLESS VAPE 2 — a strong menthol, plus green apple, white grape, lemon and mixed berry
• DR.VAPE Model 3 (FamilyMart only) — mint menthol, a plain tobacco-style flavour, muscat grape, apple and an unsweetened bitter option

NICOLESS VAPE 2 has been on sale at 7-Eleven stores nationwide since December 8, 2025, and holds about 2.2 ml of liquid for roughly 900 puffs.2 Air mini Pro costs ¥1,350 and gives about 800 puffs.3

DR.VAPE Model 3 is a refillable device sold only at FamilyMart, with the body at ¥4,280 and flavour cartridges at ¥880 each — a cartridge lasts about 600 puffs, roughly two packs of cigarettes’ worth. FamilyMart carries the device in three of its five body colours and a handful of flavours out of a much larger range;10 if the one you want isn’t on the shelf, the rest is online-only.

Convenience stores shelve vapes with the lighters, Zippo fluid and phone chargers, usually at the end of an aisle or beside the register. Ask for “beipu” (ベイプ) — the English word “vape” is often not understood.

Why is nicotine e-liquid not sold in Japan?

Because nicotine is legally a medicine, not a tobacco product or general merchandise. Under the Pharmaceutical and Medical Device Act, nicotine e-liquid and nicotine cartridges are classed as medicines, and no nicotine e-liquid has ever been approved for sale in Japan.1 Without that approval, selling it is illegal — so it appears in no shop, no vending machine and no pharmacy.

Two consequences worth knowing. Giving nicotine e-liquid or a nicotine disposable to another person is also illegal, not just selling it. And anyone offering nicotine vapes through social media or on the street is breaking the law, so what they are selling has no quality control behind it.

Zero-nicotine liquid is a completely different case. Products without nicotine, and the devices made to vaporise them, fall outside this law entirely.1 That is why Japanese shops stock zero-nicotine liquid openly.

Can I bring my own nicotine vape into Japan?

Yes. Nicotine e-liquid, pre-filled pods and nicotine disposables can all be brought in for your own personal use, but only in limited quantities meant for personal use, not resale. Two things to plan for: all vape devices must travel in your hand luggage, never in checked baggage, because of the lithium battery. And whatever you bring is your entire supply for the trip — you cannot buy nicotine refills once you land, and you cannot legally accept them from anyone in Japan.

Are CBD vapes legal in Japan?

CBD is legal, but the rules changed recently and the details matter.

Japan’s cannabis laws have been updated recently and keep changing, so the rules here move faster than in most countries. Since December 2024, legality is decided by THC content rather than which part of the plant a product comes from. For e-liquid, the allowed limit is 0.1 ppm — parts per million, a measure so small it works out to essentially zero THC, not “a little THC.” Anything above that line is legally a narcotic, with serious criminal penalties attached. This is far stricter than rules in many other countries, including the 0.3% THC threshold used in the US — a product that’s legal to buy at home can easily be illegal here.4

CBD vape liquid is sold in specialist CBD shops, larger MEGA Don Quijote branches and some vape shops. Ask to see the COA (certificate of analysis) showing the THC result before you buy.

Two other cannabinoids come up in Japanese vape shops:

• CBN was banned on June 1, 2026. The Health Ministry published the ordinance on March 18, 2026, designating CBN a controlled substance: manufacturing, importing, selling, possessing and using it are all prohibited outside medical use, including product bought before the ban.5 Penalties run to three years’ imprisonment or a ¥3 million fine.
• CBG is not currently controlled and has become the common replacement in vape products since the CBN ban. Regulation in this area changes quickly, so check what a product actually contains rather than trusting the shelf label.

Do not bring CBD vape products from abroad. You cannot prove the THC content at the border, and the penalty if it exceeds the limit is a narcotics charge, not a confiscation.

Where can you vape in Japan?

Vaping in Japan is legally equated with smoking a cigarette — it makes no difference whether your device has nicotine in it or not. Don’t confuse this with the more relaxed rules you may have heard about for IQOS and other heated tobacco (HTP) devices — those are a separate category with separate rules. Vape on the street where you shouldn’t, and you can get hit with the exact same fine as someone caught smoking a cigarette in a prohibited area. So where can you smoke?

Vape wherever cigarette smoking is allowed, and nowhere else. Designated smoking areas are easy to find — hotels, metro stations and large shopping malls all have them. Also, don’t try vaping in a non-smoking hotel room — it will set off the smoke alarm just like a cigarette would, and you’ll be charged a cleaning fee for it.

Even though nicotine vapes don’t exist in Japan, you still need to be over 20 to buy a vape at all. Staff will ask for ID — a foreign passport works.

How do you throw away a disposable vape in Japan?

A disposable vape is a lithium battery, not ordinary rubbish, and it cannot go in a normal bin anywhere in Japan — including the bin in your hotel room. Disposal rules are set by each municipality and differ between them,11 so rather than working out the local system, do one of two things:

1. Ask at your hotel front desk. Staff will either take it or point you to the nearest collection point. This is the fastest option for a traveller.
2. Find a collection point for lithium batteries and small electronics. These are located in ward office buildings, large shopping centres and some electronics stores.

Never take a disposable apart or try to pull the battery out. That is the step where these devices catch fire — the Ministry of the Environment’s own guidance is not to force out a battery that isn’t designed to be removed.11

The simplest approach is to avoid the problem: finish the disposable before you fly home, or buy a refillable device instead, which turns disposal into a question you deal with at home.
