The Aquarium and the Museum are non-smoking indoors
Kyoto Aquarium has no smoking area at all and its own FAQ directs visitors to the park’s (official source). The Railway Museum keeps two, but both are past the ticket gate and follow museum hours — 10:00–17:30, closed Wednesdays, last entry 17:00. The three park areas, run by the city (official source), need no ticket and stay open all night.
Kyoto smoking rules
Smoking outside designated zones in Kyoto’s Enhanced Street Smoking Prevention Areas carries an on-the-spot fine of 1,000 JPY. Smoking while walking or cycling is banned across the city, and carrying a portable ashtray does not exempt you.

Inside the park on the Umekoji-Kyotonishi station side, enclosed and with somewhere to sit. The best-rated of the three park areas, especially on a clear day.

Umekoji Park — Omiya-dori entrance
梅小路公園 大宮通側
Small and open-air, right at the Omiya-dori entrance with something to lean on. Closed for a spell earlier in the decade, but visitors have reported it open and easy to find since 2025.
