Street Smoking Fines in Tokyo: Which Wards Actually Charge You

Four of Tokyo’s 23 wards will actually take money from you for smoking on the street. Chiyoda and Shibuya charge ¥2,000, and Adachi and Shinagawa charge ¥1,000. Seven more wards have a fine written into their rules and never charge it. In the remaining twelve there is no fine at all, though smoking on the street still breaks the local rules everywhere — a patrol officer will stop you and point you to the nearest smoking area.

Please look for a smoking area first. In Japan, smoking on a public street is not treated as a private decision. Sidewalks are crowded, and ward governments explain the ban by pointing out that a cigarette held down at your side sits at the height of a small child’s face, or at the face of someone using a wheelchair.128 Even where there is no fine, people around you will notice. Which Tokyo wards actually fine you for street smoking?

These four. Chiyoda and Shibuya apply the fine everywhere in the ward. Adachi and Shinagawa apply it only inside marked areas around certain stations, so the same cigarette can be free or cost money depending on which side of the station you are standing on.

The gap between the top and the bottom of that table is enormous. Shibuya writes more fines in a single week than Shinagawa writes in a year, so “Tokyo fines street smokers” is really a statement about two wards.

Adachi is the one to watch out for, because it charges on a first offence without giving you a warning.11 It is also the least expected place on this list: Kita-Senju, whose drinking alleys have become popular with visitors, is one of its fine zones.

Which wards have a fine on paper that is never used?

Seven. Each of these wards has a penalty in its ordinance, and none of them is charging it. This is where most English-language articles go wrong: a number like “¥20,000 fine in Sumida” is printed in the ordinance and has never been paid by anyone.

Suginami is the clearest case, because the ward publishes the proof itself. Its ¥2,000 penalty has been law since October 2009,9 but in its settled accounts for the year to March 2025 the penalty line shows ¥0 assessed and ¥0 collected.36 The ward now reports only the number of people it spoke to — 418 that year — and no longer mentions the fine on its public smoking page at all.8

Haneda Airport is in Ota ward, but it is not a fine zone. Ota’s two penalty areas are Kamata and Zoshiki station, nowhere near the airport.13

Which wards will not fine you at all?

Twelve wards, including several of the busiest places in Tokyo. The ban is real in all of them, but it is enforced by patrol officers who talk to you, not by a penalty.

Littering is a separate and heavier offence. Shinjuku, Toshima, Setagaya and Meguro will not fine you for smoking, but each can prosecute you for dropping the butt. Shinjuku sets up to ¥20,000 near Shinjuku and Takadanobaba stations,19 Toshima up to ¥20,000 in its two Ikebukuro districts,20 and Setagaya up to ¥20,000 in its beautification districts.21 Meguro can also impose a criminal fine on someone who ignores a formal order about littering.22 These cases go through a court rather than a patrol officer, so they are almost never used. In these four wards, what you do with the butt carries more legal risk than the cigarette itself.

Where are you most likely to be fined?

Akihabara. Chiyoda publishes its fines by district, and Akihabara alone produced 4,036 of the ward’s 8,862 fines in the year to March 2026 — about 46% of the whole ward.2 The next-busiest spots are far behind: Suidobashi and Jimbocho at 1,493, Kanda at 1,180, and the area around Tokyo Station at only 172.2

Shibuya is the other place to be careful, and its enforcement has grown fast. The ward issued 5,042 fines in the year to March 2020 and 27,516 in the year to March 2026.7 Chiyoda moved the same way, from 2,344 in the year to March 2023 to 8,862 three years later.2 Both wards roughly quadrupled their enforcement in that time, so older travel advice understates the risk.

Shibuya also runs the largest patrol operation in Tokyo: up to 60 officers a day, on foot, covering the whole ward 24 hours a day and 365 days a year. More than 15 of them can speak to you in English, Chinese or Korean.6

Does the ban cover IQOS, glo and Ploom?

Yes, in every ward that fines. Heated tobacco contains tobacco leaf, which makes it tobacco under Japanese law, and the wards have written it into their rules one by one:

• Chiyoda started charging heated-tobacco users on 1 November 2024. Before that they only got a verbal warning, because officers could not reliably tell a heated-tobacco device from a vape.3
• Adachi added heated tobacco on 1 January 2025.11
• Shibuya has covered it since 2019 and names IQOS, glo and Ploom in its own rules.5
• Shinjuku added it on 1 July 2025, and Setagaya on 1 July 2026 — though neither ward fines anyone for smoking.1921

Vapes that contain no tobacco leaf are treated differently. Suginami, Kita, Setagaya and Edogawa all state that a tobacco-free e-cigarette is outside their ordinance, and then ask you not to use one on the street anyway.8172132 Do not treat this as permission: a patrol officer walking towards you cannot tell your vape from an IQOS. Indoor rules are different, and do not apply outdoors. Japan’s Health Promotion Act lets a bar or café run a room for heated tobacco where customers may also eat and drink, which ordinary smoking rooms are not allowed to do.33 That exception exists indoors only. A café that allows IQOS inside says nothing about the street outside it.

What happens when a patrol officer stops you?

You are told to stop, and in Chiyoda, Shibuya, Adachi and Shinagawa you are asked to pay. Each ward writes the procedure into its own rules, and it is a formal administrative process rather than a quick warning.

1. A ward officer approaches you. In Chiyoda they must show identification when they issue the penalty.4
2. You are told what you did and given a chance to explain yourself. Adachi and Ota both build this step into their rules as a written notice.1113
3. You pay. Chiyoda takes cash on the spot, or writes you a payment slip to settle later.4 Adachi does the same.12 Shibuya collects on the spot and accepts cash, credit cards, transit IC cards such as Suica, and QR payments.6

Being a visitor does not help. Adachi’s ward FAQ states that the rule covers everyone present in the ward at that moment, whether or not they live there, and whether or not they knew the rule existed.12 Shibuya cites a 2014 Tokyo High Court decision holding that anyone who chooses to smoke on a street has a duty to check first whether it is allowed, including by looking at the markings on the pavement.6 Shinjuku’s English-language page for foreign residents and visitors puts it in one line: violators will be fined.34

A pocket ashtray changes nothing. Chiyoda’s FAQ says directly that the penalty applies even if you are standing still, holding a pocket ashtray, or riding a bicycle.4 Toshima’s ordinance goes further and specifically excludes portable ashtrays from the places where smoking is permitted.20 A pocket ashtray solves what to do with the butt, and it is still worth carrying — see our guide to keitai haizara — but it is not a permit.

Why do the rules change from one street to the next?

Because there is no national rule and no Tokyo-wide rule. Japan’s Health Promotion Act, fully in force since April 2020, bans smoking indoors in most buildings. Outdoors it asks you only to “give consideration” so that you do not force your smoke on other people — a duty with no penalty attached to it.33

Tokyo’s 23 special wards are each a separate local government with its own council and its own power to pass ordinances. Every street-smoking rule in this article was written by one ward, for that ward. The metropolitan government keeps a survey of all of them rather than a rule of its own.37 That is why Chiyoda fines you ¥2,000 for the same cigarette that gets you a polite warning across the boundary in Chuo, and why a fine can exist on one side of a station plaza and not the other.

The wards genuinely disagree about whether fines work, and two of them have published their reasoning. Meguro considered adding a fine in 2026 and decided against it. Its published answer to residents gives three reasons: a penalty can only be charged if an officer sees the act happen, fines push smokers onto private land where the ward has no authority, and neighbouring wards spend more than ¥100 million a year to collect them.23 Edogawa gave a simpler reason: street smoking there is mostly done by its own residents, so rather than spend tax money on enforcement, the ward would rather teach the rules.32

Where can you smoke instead?

In a designated smoking area. Look for a sign reading 喫煙所 or 公衆喫煙所 — the second means a public smoking facility, and any of these built with ward funding must be free and open to anyone. Shibuya alone has more than 40, several of which handle over a million visits a year, and the one at Scramble Crossing is staffed from 8:00 in the morning until around 1:00 at night.6

A few practical points:

• Some booths take heated tobacco only. Kita has one at Oji station, Adachi has one at Kita-Senju and another at Takenotsuka, and Katsushika converted its Shin-Koiwa spot to heated tobacco only in October 2025.111517
• Stay inside the marked line. Designated areas are bounded by glass walls, railings or paint. Step outside with a lit cigarette and you are on the street again.
• You cannot rely on convenience store ashtrays. Many have gone, but not because of the 2020 law — that law covers indoor space, and the area outside a shop is not indoor space. Lawson suspended its outdoor ashtrays in April 2020 as an infection-control measure, and 7-Eleven asked its franchise stores to help reduce secondhand smoke rather than requiring them to remove anything. Some shops still have an ashtray and some do not, so do not expect to find one.
• Hotels, department stores and large train stations usually keep an indoor smoking room. Asking a member of staff is faster than looking for it.

What is changing in 2026?

These rules are still moving, and all of the recent changes have made them stricter:

• Meguro, from 1 October 2026 — the street-smoking ban grows from four station areas to the whole ward. There is still no fine.22
• Setagaya, since 1 July 2026 — heated tobacco is now covered by the same rules as cigarettes.21
• Shinagawa, since 1 July 2025 — smoking in public places is now banned across the whole ward, though the ¥1,000 fine still applies only inside the five station areas.10
• Koto, since 1 October 2025 — its ten station districts became all-day instead of rush-hour only, and the ward has said it plans to widen them from the 2026 financial year.28
